Someone tell me how works like this are destroying society?

I keep thinking cities should have professional art critics on the council, or urban planners and architects who are also professional art critics. And they decide, does this piece add to our city? And when it’s a ratty little tag they paint over, or hire somebody to street art over it. And when it’s not, they keep it and preserve it. Just a naïve little hope for the future…
